[Dx4win] DX Spot Colors/Alerts/etc.

Hello Steve,

There are two settings for spot colors:
1. Right click on the DX Spots window to select DXCC, WAZ, or WPX colors.
2. File > Preferences > Packet2 to select colors for spots.
