[Dx4win] Check For Updates Won't Run

There must have been an "update" after 2/1
since everything worked FB before then and
now it's broken.

This is not a XP issue, it is a Paul issue at DX4Win to fix.   If you can open the www URL at listed, then there is nothing wrong with XP.  As an aside I can update N1MM+ with no issues. And load new versions of WSJT without any problems.
