[Dx4win] DX4WIN Data Updater issue - IOTA

The old RSGB IOTA site is gone.  That site was the source of the
"fulllist.xml" file that is needed for DX4WIN 8.05 and earlier.  Until
I determine if that file still exists, you may encounter errors trying
to run the Updater.

Remember, this applies to DX4WIN 8.05 and earlier.  9.01 and later
have built-in update capability through the Help menu.
