Carol,

I'm pretty sure Jim made the effective date Jan. 21, 2018 and the ARRL has
verified that -
http://www.arrl.org/news/amendment-to-arrl-dxcc-rules-will-expand-dxcc-list
- so only QSOs after that date will show as valid.

My QSO with Z60A on Jan. 21 shows up properly.
