[Dx4win] Kosovo

I had worked Z61DX in 2013 and 2015 and Z63MED in 2015. Both times the
D4W country window remained blank but I typed Kosovo into the QTH
window just for my info. But as far as I know they do not really count
for Kosovo before it became official.

Work first, worry later.  Your ability to work and log Kosovo stations
is not impacted in any way by DX4WIN.  Use paper/pencil if you have
to.

Shortly after there is an *official* announcement *from the ARRL*
regarding the DXCC status and start date, I will publish an updated
country file.  But not before then.

I fail to understand why everyone gets so wound up when these kinds of
things happen.  It's just a check box on a form, it's not a
life-and-death situation.
