[Dx4win] PSK31 window

A while back (a year?) there were a few emails on problems with the PSK31
window from both WC2L and PY2YP.

I think I am reliving them.

I launch PSK and a blank window appears with no function buttons, no
waterfall, nothing. The screen does have the standard background color
(light blue). It can be resized and that is about it. 

Although the solution was to load in a backup copy of the config.dat., I am
wondering if a cause had ever been found or documented.
