You are the first one to notice this in MANY years!

I re-wrote the Updater a while back, changing the language from Perl
to C++. This resulted in the size of the .EXE file decreasing from 5
MB to about 50KB. Yes, you do need to download and install the
run-time executable from Microsoft in order to use the new one.
Instructions for doing so are near the top of the page.
Version 9.x has a built-in updater.
