Things change (I know) but I seem to recall that you may claim ANY county that actually touched the physical boundary of the particular city in question.

Virginia Beach City is not a county.  It is an independent city.  You'll need to ask the County Hunters award keepers which county it counts as if you're chasing an award.

Worked him on FT8. Says County is, Virginia Beach City. It wont let me add that.
