[Dx4win] Updating DX4WIN 9 (was: DX4WIN.CTY country file Release #17.13 - 22 November 2017)

Yes.  The only way to update DX4WIN 9 files is using Help | Check for
Updates.  The DX4WIN Data Updater does not support DX4WIN 9.  The data
file names are all different.

I will continue to update data files for users on DX4WIN 8.05 and
earlier.  Any data file updates announced on the DX4WIN reflector will
be for both DX4WIN 9 as well as earlier versions.
