[Dx4win] DX4WIN Version 9 is in beta test

The subject says it all. A group of users have been testing the next
release.

Among the many changes, this version will support new modes and sub-modes.

I will share more information when the release date approaches. There is
still plenty to do, especially the documentation and the website needs more
work.
