[Dx4win] vc_redist.x86.exe fails to install

Hi Jim

I had the trouble with the VCRUNTIME140.DLL file

OS WIN 10, fully updated.

Solution was to reinstall Microsoft Visual C++ 2015 x86 the it all 
worked ok.
