[Dx4win] vc_redist.x86.exe fails to install

For those having trouble installing the Microsoft run-time library:

1.  Which Windows operating system (be specific)?

2.  Do you have all the latest Microsoft updates to the O/S installed?

I want to see if there is a common theme.  Some cursory research on
Google indicates that your operating system may not have all the
latest updates installed.

As this is a Microsoft issue, and not specifically an issue with the
Updater, I don't know how easy this will be to debug.
