[Dx4win] v9.03 QSO entry window

On a new install of 9.03, I am unable to resize (drag edge of window, make window larger or smaller) the QSO entry window.  I imported the INI file from my 8.05 install, and this is the only window that is locked.  I am able to use the F5 key to allow more info in the window, just not able to adjust size.
Am I missing a window "lock" someplace?
