[Dx4win] Compare DX4WIN VUCC Credit Status with LoTW

Some of you might be familiar with this program I wrote to help
reconcile your DXCC credits in DX4WIN with the ones on LoTW:

It's really only useful if you're using the Confirm -> Submit ->
Approve flow in DX4WIN.  The flow described in this application note,
while written for DXCC, is also applicable to VUCC:

I have recently added VUCC checking the Compare program.  It was more
work than I thought it would be, is missing a couple of features I
hope to add, and may have some bugs.  But it's good enough to do some
initial testing with.

- should work on Windows XP and later
- only works with DX4WIN 8 so far, earlier versions could be supported
- web documentation still needs to be re-written
- downloading VUCC credits from LoTW is not as easy as DXCC

On the LoTW page for your DXCC award, there is a link from which you
can download all your DXCC credits to an ADIF file, which the Compare
program will use as input.  There is no equivalent feature on the VUCC
page, however, so you'll have to use a third-party web application to
do it:

If you meet the following requirements, I'd appreciate you giving the
program a try:

* You have a VUCC award in the LoTW system
* You are tracking (or want to track) VUCC award credits in DX4WIN
* You're comfortable with some rough edges and limited instructions
