[Dx4win] FT-991 RIG FILE

DX4Win rig files are text based not XML.

Have you tried the FTdx3000 file on AD1C's web site:
    http://dx4win.ad1c.us/radios/index.html ?

I do not have an FT-991 for testing it looks like it should work when
I compare that file to the CAT document from Yaesu.
