[Dx4win] DX4WIN country file release on hold

On my mind, as long as it is not an official DXCC, I record it under name of 
the old but official DXCC to which it belongs
In following that rule, D0B transmitting from the Donetsk republic 
(secessionnist area  from Ukraine since 2014) was. recorded as UT
The same for the other secessionist states.

Just curious how you will treat O19VB by UA4WHX. On QRZ.COM he states:
Operation off the territory of the Republic of Khussar Iryston (South
Ossetia), disputed  region and partially recognized state in the South
Caucasus, located  in  the  territory  of  the  South Ossetian Autonomous
Oblast within the former Georgian SSR of the Soviet Union.

I know it is not a recognized DXCC country and DX4WIN leaves the country and
prefix window blank.

I had planned to release a new DX4WIN country file this morning, but my
regression testing failed on some old Russian prefixes.  I'll try to fix the
problems and get something released early this weekend.

I also plan on releasing a new awards database at the same time.  That one
seems ready to go.
