[Dx4win] DX4WIN Data Updater v. 7.10 released (+ DX4WIN.WPX)

I've released DX4WIN Data Updater v. 7.10.  The release notes can be found at:

    7.10 - 11 July 2015
        Feature: now can update DX4WIN.WPX

This is a minor feature release, thus the version number jumped from
7.03 to 7.10 (a bug fix-only release would have jumped fom 7.03 to
7.04).  I have not been strictly following this numbering convention,
but I intend to in the future.

I had to modify the layout slightly to fit in the WPX check box.  The
web site still shows the old layout.

I am not making a separate announcement, but the DX4WIN.WPX file has
been updated to the current list as of 7 July 2015.  Only prefixes
that have been used in the last 10 years count towards the CQ WPX
Honor Roll.  This file helps identify those prefixes.  Unfortunately,
this interferes with submissions for the non-HR WPX award.  I hope
this is something that Paul can separate in a future version of
DX4WIN.

p.s. I lost the ability to edit my DX4WIN website using the Microsoft
editor I have been using.  This will force me to update the whole
site, or keep editing the files remotely using a text editor.

p.p.s. I have not released the updated country or awards databases
yet. Those are coming later.
