[Dx4win] DX4WIN country file release on hold

I had planned to release a new DX4WIN country file this morning, but
my regression testing failed on some old Russian prefixes.  I'll try
to fix the problems and get something released early this weekend.

I also plan on releasing a new awards database at the same time.  That
one seems ready to go.
