No ideas.  When I prepared the example documents everything was
working exactly as documented with DX4Win 8.05 which was the then
current working demo.  I did not install the demo on my newer
systems and could not test with any newer software in any case.

The typical cause of a "can not open port" message is an improper
configuration - more than one program accessing the same port - or
a port conflict - attempt to define a hardware port and virtual
port to the same number.
