[Dx4win] LOTW downloads - 'State'

This is a defect in DX4WIN.  The ADIF "STATE" field is NOT "US State", it's
a place where the entities Primary Subdivision goes.
If DXCC is Australia and STATE is WA, that's accurate. Interpreting this as
the US State of Washington is wrong.
