[Dx4win] ADIF to DX4WIN file conversion

I've been making a lot of changes (mostly bug fixes) to my ADIF to
DX4WIN county conversion program:

I've added support for additional state QSO parties, but am missing
test logs.  If you have logged one of these contests and have an ADIF
file you can easily send me, please do.

If there are other features that would be nice to have, let me know.
