[Dx4win] LoTW problem v 1.14.1

I successfully uploaded a 2099-QSO file to LOTW yesterday using 1.14.1,
so I know it works. After you answered "yes" to the"Is that correct?"
prompt, you should have seen a progress message reporting the QSO-by-QSO
signing and uploading of the ADIF file.
The big difference from previous versions of TQSL is that signing and
uploading can be combined into one background operation, so it appears
that something in your computer setup is preventing the signing step
from happening. You do not need to send an e-mail to upload the signed
file any more, though you still can if you wish.
