[Dx4win] lotw ADIF uploader

A friend, NF4L has generated a free uploader.  It works great for me.
Generate an adif file using LoTW, export to LoTW and save to place you
normally put your tqsl files for conversion.  Program will do the
conversion, upload to arrl, and give you confirmation that it was accepted.
