It seems that the on-line form sorts the QSLs in the same order as the
input ADIF file(s).  It is not in the recommended band-then-mode
format (i.e. 160, 80 Phone, 80 CW, 40 Phone, etc.) per the paper
application form.

I mailed in the QSL cards in the same order as the on-line form, there
was no way to change the order.
