I found that I had to uncheck DTR High and then Check RTS High to get the
990 to communicate properly with my computer.

Barry,
Did you select the radio in DX4Win? file, Preferences, the Radio tab, then
in the Radio Type drop down window, you should find the file you extracted.
Don't forget to select the Com port.
