It's a progress indicator showing how much of the download has
finished.  First 50% is green, then next 25% is yellow, then last 25%
is red.  If it's not moving, then something is wrong with the site
hosting the files.  I've asked my provider if he knows of any problems
this afternoon. It's working for me right now.
