New Award Band announces for an empty vertical column in the matrix.
New Award Mode announces for an empty horizontal row in the matrix.

I was expecting New Mode or Band to announce for either empty vertical or horizontal columns. 
Instead New Band or Mode announces for any open slot whether filled in for either a band or a mode. 

Did I misunderstand the purpose of New Band or Mode?
