[Dx4win] support for the new Kenwood TS-990

Guy and Jim....and Paul (if you are listening)

For the FT3K, this would probably work....I've been trying to get Paul's 
attention since before he moved to incorporate that in the DX4WIN code...

RC;              -Clear Clarifier
MD00;          -Set Mode VFO A
AB;              - Let A =B
FT1; FR0;     -Set Split
Set FA;        - Set A frequency
Set FB;        - Set B frequency

So even if you can't set VFO B's mode, set A mode first....then let 
A=B...what ever was in the A mode goes into the B mode...then set up 
your split...

This 'should' work....(famous last words!)...
