No. Read what Bill said:
"As of this time Z6ØK, and/or any other Z6 station, will not count for any
entity for DXCC awards purposes as they do not qualify under the DXCC
rules."

They can't "count as YU" as the YU authorities didn't issue their
callsigns.
Not to mention the little issue of using a callsign block that hasn't been
assigned to them.
I worked 'em. Shame it's not likely to count for anything.
