[Dx4win] CW Announcements

I replaced an XP laptop with a Win7 laptop recently (both Dell). I
noticed that the CW audio from RUFZ and Morserunner is less loud now,
even with headphones, and if I push the gain slider up too far, it gets
distorted.
On another note, I've always used voice announcements in DX4WIN for
announcements, however, lately it seems to be more of an annoyance than
help due to some guys feeling the need to announce when they don't hear
someone, or thinking a DXpedition will stop what they're doing and QSY
to a specific band/mode based on their DX spot/plea for it.
A nice feature would be a way to limit repetitive voice and CW
announcements for the same station.
