[Dx4win] ADIF to DX4WIN log conversion version 5.13 released

I have released version 5.13 of ADIF to DX4WIN, you can get it here:

Here are the release notes:

Ver 5.13 - 30 January 2012
    Initialized flag which could cause incorrect output
    Added REF Contest (sets French Department custom award fields)
    Fixed HA-DX contest for HB region (compatible with latest Award database)

If you have 5.12 already, PLEASE upgrade to this version.  The
uninitialized flag in 5.12 will cause problems.
