Yes, Paul, that's the joke -hihi. 98% of the Govt's have no idea
who the ARRL is and wouldn't care about DXCC Prefixes if
they did!!  In fact, some might purposely deviate just to show

Licensing authorities (or administrations) don't give a s..t about DXCC.
Some DXCC prefixes became the standard "official" ones AFTER the 
callsigns were issued, not the opposite...
