[Dx4win] IOTA fulllist.xml is broken

The site is fixed, you can verify this by going to this URL:

>    http://www.rsgbiota.org/xml/fulllist.xml

If you made any changes to the DX4WIN Data Updater configuration file
(or shortcut) to disable IOTA updates, you can enable them again.  If
you are not sure whether you have the latest fulllist.xml file, remove
the one from the UPDATE directory, then run the Updater again.
