[Dx4win] New Solutions for solving PW1 CI-V problems

NOTE: This is a cross-post from the PW1 reflector, and I apologize if you're 
getting two copies. However, DX4win users with PW1s will find fixes for CI-V 
packet problems  PLUS the DX4Win "flashing MAIN/SUB VFO polling" that causes 
the PW1 to flip between bands when using the newer Icom radio definitions.

After successfully testing Jim's, K9JM, Arduino hardware approach to fixing 
the familiar deficiencies in the PW1 amplifier, I decided to attack the 
problem in software and have written a small utility program for CI-V packet 
management. The good news for PW1 owners is that there are now (at least) 
four ways to prevent PW1 disasters. Each works. Each approaches the problem 
differently. You now have four choices for protecting your expensive 
amplifier - at least one of them should fit your requirements.

The utility program, CI-Vfilter.exe, is barely a v1.0 version and has only 
been tested by myself and one other ham. At my QTH, CI-Vfilter works 
successfully with N1MM Logger, DXLabs Commander, and DX4Win - but should 
work with any logging package. I'd welcome feedback from hams who choose
