DX4WIN has to have exclusive access to COM ports.  So I think the
answer to your question is No.

I can use both DX4WIN and WriteLog with radio control (simultaneously)
using my microHAM interface. (other similar products probably have
this feature).  The microHAM router software can create two virtual
COM ports that talk to the same device (ICOM radio).  Each program
connects to a different virtual COM port (in my case, DX4WIN on COM3,
WriteLog on COM4), so each thinks it has exclusive access to the port.
 If you "spin the dial", the frequency is updated in both programs.

In the distant past (pre-microHAM), I remember using some kind of
software driver (think: TSR [am I dating myself?]) which could split a
single physical COM port into two virtual COM ports.  I don't remember
much about it, unfortunately.  You might be able to Google it.  I
think at the time there were two, one required registration, one did
not.
