I believe it "unbundles" what used to be referred to as a hybrid
application. In the past, a hybrid application counted as a single
application (the first "free" one per year). Now if you do the
equivalent of a "hybrid" application, it's really two applications:
one for paper QSLs, and the other for LoTW credits.

Before, the first application cost $15 for a member of ARRL living in
USA (not counting any incremental per-credit charges). If I do the
math right, a on-line QSL application, plus a on-line LoTW
application, would cost a total of $12.50 (not counting any
incremental per-credit charges).
