You're making it too hard on yourself!

First, go into your Preferences, go to the QSO tab, and inside the
"Label/Upl flag" box, check both LoTW and eQSL.   This will mark all
new QSOs (as you log them) to be uploaded.

Going back to what you did, by setting the Upload date, DX4WIN knows
those QSOs have *already* been uploaded, thus won't export them again.
  That's why your export didn't do anything.

All new QSOs to export should have only the Upl flag set, not the
date.  What I described about your preferences above above does this
automatically for all newly-logged QSOs.

Going back to the export step (assuming date is *not* set), after you
export, DX4WIN will ask if you want to set the export date for the
exported QSOs and clear the upload flags.  Answer YES.

I hope this makes sense.  You should rarely, if at all, ever have to
set the upload flags or dates yourself.  Nor should you have to create
any kind of filter to export these QSOs.  Experiment a couple of times
with your current log (without saving the log) to see how this all
flows.  It's actually pretty simple!
