[Dx4win] russian oblasts problem

I found the problem.  I could see same thing in version 6.02 (lucky I guess).

When Paul created DX4WIN version 7, he added the 60 meter (5 MHz)
band.  Earlier versions of DX4WIN don't have this band.  The Russian
Oblast award has a list of "allowed bands", and that list is incorrect
for versions of DX4WIN earlier then version 7.  See below:

    prefix=4J1,4K2,CE9,KC4,R1F,R1M,UA,UA2,UA9

To fix the problem, edit DX4WIN.AWD and remove the line that begins
with "bands=" as shown above.

Can someone please confirm which bands are LEGAL for the Russian
Oblast award?  The list above indicates that 60m, 30m, 17m and 12m (as
well as 6m and above) are INVALID for the award - is this correct?
