[Dx4win] New (updated) UPDATE program - 1 March 2010

I made some changes to the DX4WIN data file UPDATE program.

    http://dx4win.ad1c.us/update.htm

The main change is that DX4WIN.TCP is now downloaded directly from the
latest data at:

    http://www.dxcluster.info/telnet/index.php

Remember that to use this version of update, you must have installed
both the GnuWin "wget' and "unzip" programs.

Also remember to re-customize UPDATE.BAT if you have made changes
(i.e. comment out update of DX4WIN.TCP, use keep-alive version, etc.)
