The DX4WIN country file, DX4WIN.CTY Release #98 is now available from:
http://www.country-files.com/dx4win/
You can read the release notes at:
http://www.country-files.com/dx4win/release.shtml
You can use the DX4WIN Data Updater to update the file:

I've added "Republic of South Sudan", starting 14 July 2011, but it's
really just a placeholder at this point, because the ITU has not issued
a prefix block for this new entity. This entity is using the prefixes
ST0, 6T0 and 6U0. Be aware that ST2M has been signing ST0A, but this is
from Khartoum, the capital of Sudan, and not the new DXCC entity.
If the new entity comes on the air *before* I have released a new
country file, here's what to do: Just log the callsign that they are
sending. Don't append /ST0 or anything else on to it. You can change
the Prefix field in your logbook to "ST0" if you like (future QSOs with
that same callsign will then automatically come up as ST0). When
another country file is released, either with the ITU prefix, or the
callsign assigned to the DXpedition, just update the country file, and
your logbook will be automatically updated as well. If you change the
callsign (i.e. by adding /ST0 to the end of it), DX4WIN will likely
*not* think that's the new entity, and you'll have to undo this change
to receive DX4WIN credit for the entity.
