[Dx4win] Keep track of IOTA and Russian oblast credits

Hello Mel and HNY
You can change manually the flags to Checked even a qso is not confirmed.
I have not ever run the iota contest as i am in vacations or in a dxpedition
and run with other call but i have done the Russian contest many times.
Every time i get a report from them, i change manually the custom award
flags to C (checked). I am sure that i had checked this in past and i hope
still works. Pse try it and tell us if it is still ok.
