[Dx4win] ICOM 7600-7700-7800 and there so called VFO-B SPLIT function

maybe the logic could be changed in the way of:

IF THE SPLIT IS ACTIVE
   THEN
     SET VFO-B ACTIVE
     READ ACTIVE VFO
END-IF

But still not very safe for all the other equipment on the CI-V chain.
Sometimes the split frequency can drop on the "next frequency segment"
like happens on the STeppIr and on the Expert-K1.
