[Dx4win] New (updated) UPDATE program - 2 February 2010

I made some changes to the DX4WIN data file UPDATE program.  You can
read more about it here:

Here is a summary of the changes:

1.  The country and award databases are downloaded as ZIP files,
because they are smaller than the files inside. You will need to
install an UnZip program, the same way you installed the Wget program
(instructions on the web page).

2.  The country and awards files, master call database and membership
lists are only downloaded when they change. Previously, they were
ALWAYS downloaded, even if they hadn't changed.

3.  There are no longer error messages when files to be moved or
copied don't exist (yet). There is also no error message that the
BACKUP directory already exists.

Please read the whole web page, because there is a new program to
install (UnZip), and there is more information about how the files are
updated.

In the long run, the changes will save you download time, because
files will be downloaded less frequently, and the largest files are
now downloaded in a compressed format.

I have tested this on both a Windows XP as well as a Windows 7 system.
 If you run across a problem, please let me know so I can fix it.
