[Dx4win] Please notify me if QSL manager addresses change

Today I did a little exercise (mostly automated), and found that over
200 QSL manager addresses, where the manager resides in the USA, were
incorrect.  I also found about a dozen managers that have new (vanity)
callsigns.  And a half-dozen managers whose callsign either expired or
was cancelled, and someone else completely different now has that
callsign.

Unfortunately, it's impractical to check over 7,000 addresses every
month (compare to QRZ.COM) to see if any of them have changed.  So
please let me know if you find that a QSL manager address is
incorrect, and I will fix it in the next release.
