[Dx4win] VK9IR via EB7DX (July 2011)

If you worked VK9IR (Lord Howe) in the IOTA contest last weekend, QSL
via EB7DX, not via VK2IR. This is the same group that is/was active as
VK9HR.  VK2IR operated from Norfolk Island using this same callsign in
2009.  The new information did not arrive in time to be included in
the August country file, but will be in the September country file.
