[Dx4win] DX4WIN Data Updater (public beta)

I've spent the last several days writing a new DX4WIN data file update
utility.  I'm calling it "DX4WIN Data Updater" and you can read more
about it here:

It has an extensive feature set that the old .BAT file did not have.
It is also stand-alone -- it does not require WGET or UNZIP (or Perl)
to be installed. It has been tested on Windows XP and Windows 7, I'm
not sure about Windows Vista (though I don't expect any problems).
It's unlikely it will work on Windows 98, but if someone could try it
out and let me know, I'd appreciate it.  It might also work on Windows
2000, but I don't know if anyone is using that.

With the help of a dozen testers, I think it's very close to being
done.  If you have an interest, you can try downloading and testing
version 2.13 from the web site above.  Please read the whole web page
a couple of times, it's almost the size of a manual at this point :-)
If you find errors, typos or things that are just unclear, please let
me know so I can fix them. If you have any feature requests, I'd
appreciate hearing them.

I will be releasing the final version 3.0 sometime Sunday, shortly
before releasing the updated DX4WIN.CTY (May 2011 edition).

p.s. the old UPDATE.BAT file was about 220 lines and about 5 KB file
size.  The source code for the new program is just over 600 lines and
4MB file size. It's compiled Perl, there's a lot of overhead.
