[Dx4win] Compare DX4WIN to LoTW version 4.1 - 3 April 2011

The amount of time and work that Jim devotes to support for DX4WIN is just
remarkable. And the results show it: as an example, this utility program
that Jim developed, and continues to update, saves a lot of us HOURS in
periodically reconciling our records with those of the DXCC Desk. A big tip
of the cap and pat on the back for Jim, AD1C.

This version fixes a small change that ARRL made on the LoTW web site.
