[Dx4win] DX4WIN.CTY #87 Release Notes

Hi Folks,

I've started working on DX4WIN.CTY #87.  I didn't want you to think
I'd been spending all my time keeping the contest country files
up-to-date at the expense of DX4WIN.  You can read the release notes

I should be releasing this new file on November 1 or shortly
thereafter.  If you want me to make any changes, please get them into
me before then.  I will be busy with CQWW Phone contest this weekend,
so be patient if I haven't acknowledged you.
