[Dx4win] Cannot open log

Yet another example why people should download the latest DX4WIN.CTY
from http://www.country-files.com/dx4win/ instead of trying to roll
their own.  Does anyone remember the corrupted logs from when people
tried to add FJ/St. Barts?  Admittedly this was  bug in DX4WIN, but
who knows if there's another one lurking somewhere.
