[Dx4win] Latest DX4WIN.CTY works with DX4WIN 3.05

Today I verified that the latest DX4WIN.CTY works perfectly well with
DX4WIN 3.05.  The web page says version 4 is the earliest, but now I
can revise this.

Going to back to the release announcement for 3.0x, this was the first
32-bit version of DX4WIN. I highly doubt that any version of DX4WIN
prior to 3.0x would work with this country file.
